Which Cisco OSPF feature allows you to detect lost neighbors within one second even when neighbor loss might not be detected the the OSI physical and data-link layers?

  1. Yep!!!

    No layer 1/2 as said by the post..

    So the layer 3 hello packets used by the OSPF to detect the neighbor failure to respond within the dead-interval of 1 sec i.e, (dead-interval minimal=1sec).
